Your AI Program Isn’t Stalled - It’s Structurally Misaligned

Most D&A teams aren’t structured to handle that transition. So the work stalls - not visibly, but operationally.
The Operating Model Gap Between Experimentation and Impact
Experimentation and impact require fundamentally different operating models.
Experimentation Mode:
- Centralized data teams
- Project-based funding
- Output-focused metrics (models built, dashboards delivered)
- Loosely defined business ownership
Impact Mode:
- Embedded data capabilities
- Decision-level accountability
- Workflow integration
- Outcome-based measurement
The problem is most organizations try to achieve impact using an experimentation model.

Data teams continue to operate as service providers.
Business teams remain passive consumers.
And no one owns the decision itself.

To move beyond pilots, ownership has to shift.
Not of the model.
Of the decision.

- Data teams own the build
- IT owns the platform
- Business owns the outcome
Which means no one owns the full chain.
The result is predictable:
- Models are technically sound but operationally ignored
- Business teams are accountable but not equipped
- Data teams are capable but disconnected
To fix this, you need to anchor ownership at the decision level:
- Who is accountable for using the model?
- What decision must change?
- How is that decision executed today?
- What must change for the model to be used consistently?
This is where leading organizations shift from “use cases” to decision design.
And it’s where most transformations either accelerate or stall.
What a “Production-Ready” Adoption Model Actually Looks Like
A production-ready model isn’t defined by technical deployment.
It’s defined by behavioral consistency.
You know you’ve crossed the line when:
- Decisions are routinely influenced by data without escalation
- Teams trust outputs enough to act under uncertainty
- Workflows are designed around insight consumption, not optional usage
- Performance is measured based on decision outcomes, not tool usage
Getting there requires deliberate intervention.

From there, targeted interventions matter more than broad initiatives:

- Stop measuring progress by output
Models, dashboards, and use cases are not indicators of impact. Shift your focus to whether decisions are actually changing. - Redesign around decisions, not tools
Your operating model should start with critical decisions and work backward - not start with technology and hope adoption follows. - Assign ownership where it matters
Every high-value decision should have a clear owner responsible for integrating data into that decision consistently. - Expect resistance - and design for it
Adoption friction is normal. Build mechanisms that address trust, incentives, and habits instead of assuming they’ll resolve themselves. - Make Decision Velocity explicit
Measure how quickly and confidently decisions are made with data. This is a far better indicator of progress than output volume. - Treat behavior change as the core work
The hardest part of D&A transformation isn’t building capability. It’s changing how people operate under pressure.
The signal is clear: the market is moving past experimentation [1].
The organizations that succeed won’t be the ones with the most advanced models.
They’ll be the ones that redesigned their operating model to make those models matter.
If your program feels stalled, don’t ask what’s missing.
