Businesses increasingly favor a single regulatory standard, which may motivate industry coalitions to advocate more forcefully for federal legislation. Federal agencies themselves may also support consolidation to avoid jurisdictional conflicts and ensure consistent oversight.

Despite these potential catalysts, the near-term outlook suggests continued fragmentation, albeit with a growing push toward harmonization.
